From what i can tell most US states require headlights on from half an hour before sunset to half an hour after sunrise. In the end it's the drivers' responicibility to have them on, automatic or not. When you turn the customized lights-on (I forget what it's called on the list), they'll then turn-on or off along with when you turn-on or off your regular head-lights. One press brings on the running lights and the second press brings on the Normal Headlights which is what your supposed to have on.
